Why height costs more than it looks like it should
A retaining wall holds back soil, and soil pushes sideways. The force on the wall does not rise in a straight line as the wall gets taller. Double the height and the load on the base goes up by roughly four times.
That is why a three foot garden wall and a six foot wall are not the same job priced differently. The taller wall needs a wider footing, deeper base, more reinforcement and usually an engineer's stamp. It is a different structure that happens to do a similar thing.
If your slope can be handled by two shorter walls terraced apart rather than one tall one, that is often the cheaper build and the better looking one. Worth asking about before anyone prices a single tall wall.

The four things that move a quote most

Access. Can a machine and a truck get to the back of the property? If every yard of base rock and every block has to be barrowed through a side gate by hand, the labour can double. This is the cost driver homeowners never anticipate and it can swing a quote by thousands.
Drainage and what is above the wall. A wall with a flat lawn behind it is one thing. A wall with a driveway, a pool or a slope above it is carrying a surcharge, which means more engineering and more structure.
Removal. If something is already there and failing, taking it out is its own job. Careful demolition around planting and services that have to stay costs more than knocking it flat, and it is worth paying for.
Does the facing material change the total much?
Less than most people expect. Once the footing, base, drainage and backfill are in, swapping a block face for a stone face changes the finish more than the figure.
The order runs roughly: dry stacked block is the most economical, split face and coloured block sits above it, stone veneer over a block core costs more again, and full natural stone laid by hand is the most expensive. But the gap between them is a fraction of the wall, not a multiple of it.

How to read three quotes properly
Ask all three bidders to write down four things:
- The depth of the compacted base under the wall
- The drain rock depth behind it, the pipe size, and where the water leaves
- Whether the design is engineered, and who stamps it
- What happens to the spoil and any existing wall
If one quote is much lower, the difference is nearly always in items one and two. Those are the parts holding the wall up.
A wall built right is a thirty year piece of the garden. A wall built without drainage on clay is a five year one, and it fails by leaning slowly rather than falling over, so it is expensive to be right about too late.
